IPS a set of principles, rules and processes that ensure integration of the policy& strategic planning with public financing. 

The establishing of the IPS in Albania has been a long-term reform process that goes back in the 2000’, with the strengthening of the public finance management, as well as strategic and policy planning processes, as key functions of the center of the government in Albania. Custodian structure of the IPS remain the DDGG at Prime Ministers’ Office, that ensure the overall coordination policy processes at the center of government and collaborates with the ministry responsible for finance and the ministry responsible for the EU integration processes, as well as with all line ministries. 

The IPS aims to provide a comprehensive planning and monitoring framework within which all major government planning and financial policies and processes work coherently, efficiently and integrated. The main IPS processes are:

  • The Strategic Framework – consists of the National Strategy for Development and Integration (NSDI) as a long-term planning document as well as national / sectoral / sectoral strategies that comprise long-term vision planning instruments and strategic objectives for long-term public policies.
  • Medium Term Budgeting Program (MTBP) is an instrument of public finance planning, which provides for the distribution of budget ceilings for budget programs, in line with the strategic framework.

Other essential and integral processes of IPS are also:

  • Government Program Priorities – short-term and medium-term planning of policy and financial resources.
  • Analytical Annual Legislative Plan – provides annual work planning of the Council of Ministers.
  • The National Plan for European Integration and the Integration Process – provides actions and implementing measures for the European integration process.
  • Public Investment Management – Provides planning of public investment spending in the short and medium term, as part of the Medium Term Budget Programming.
  • Foreign Financing Management – provides programming and management of foreign aid in accordance with the country’s strategic framework and Government priorities.
